For now this is an experiment just to have fun! I'll be going out with my scanner to listen in on anything interesting going on in the area and buzz by if it's close. You never know what you're going to hear around here!

In Toronto all police services are encrypted and have been for years. All my scanners are paperweights and of course SDR is useless for encrypted communications.

It was not a coincidence they did that. I only been using the digital trunker for about a week and was catching a hi speed chase for our local police and then all of a sudden my screen started scrambling and glitching and now I can’t catch anything really

Bummer dude! I'll sub anyway...just incase you put out anything... since this type-o-content really tickles my fancy. I've always had a itch regarding subject matter on RF. Though- and you helped big time here in this ol video- you mentioned that this is how the city works members from police, ambulance, garbage, mail, and a huge plethora more - well, how they communicate. See, I am harassed/ gang stalked by the above mentioned- I already battle anxiety and depression so it's mega draining. But hey, at least it's given me something to get my mind off the hideouts acts portrayed by them- The wonderful world of SDR has been a treat so far- and it's content like yours that really helps. Take care.

I'm sure that by now you know this, but another reason for going digital, well two reasons, is that a digital radio can multiplex the channels. That means they can stack multiple radios on a single frequency, similar to how your home LAN can stack multiple devices on your network, or a better analogy is how USB can manage 256 devices on a single port. So, their capacity on a single carrier went up exponentially, which is why today you can have a radio in every garbage truck and water/power truck, etc. -- whatever your county supports, they can talk to you via radio. There are other features that can now make digital radios seem like magic to county managers, but I'll defer to your knowledge. It's your channel, but I wanted to mention frequency stacking. Your SDR video popped up on my home page as I've been learning about this interesting tech. I hope that you're still UToobing. 😊 The second reason is noise -- it sounds much better. Remember when cell phones were analog? The signal-to-noise ratio was often 1 or more, which is why engineers measured it on the dB scale. When digital towers and phones came to town, it was like the difference between seeing in thick fog and a clear day.

here in Algeria, i recently got into SDR scanning, the police still use analog, but i heard police talk to each others and refer to a certain device to continue the talk about a case over tetrapol device, they also use cellular when they want to have privacy

So I have been scanning for years. I have been in public service and not that I'm trying to chastise anyone for broadcasting as to share with everyone but that's a BIG mistake. #1 In essence hepa has been enforced for some time now but it's been in effect for a time before it was enforced. In layman's terms of you are not a party to the involved KEEP IT TO YOURSELF! NOBODY wants to be exploded. This is what is causing them to encrypt even the usual dispatch channels so , now you have something to chew on I'll leave it at that for now.

I work in Information Technology for an emergency services agency that heavily uses a P25 system for the surrounding 6-8 counties. It's a fairly extensive system. I can verify beyond the shadow of a doubt, that it is indeed 100% illegal for ANY public service agency (police, fire, ems, dispatch, local government entity) to fully encrypt a radio system that is directly or indirectly funded by tax payer dollars. This is mandated by the Federal Communications Commission. If your local system is using encryption across the board, you need to bring that to your local legislator to have it addressed as it defeats the purpose of even having such a system. P25 systems exist to create a greater more powerful coverage of a radio network, but also to give the operator of the system additional control and insight into who can listen, and to what. By law they have to allow access to at a very minimum any channel that may be used by volunteer firefighters, such as dispatch or talk around channels, as most volunteer firefighters have private monitoring stacks in their home to catch dispatches prior to being toned out, and not all departments can afford expensive monitoring, tone out or notification systems. Which is why the FCC provision exists that protects these channels from being encrypted. In a P25 system, there are two types of encryption, KEK and TEK. KEK encrypts data (or voice) but not both, and TEK encrypts everything (voice and data). These have to be enabled on talkgroup by talkgroup basis and can't just be globally enabled for an entire system. A managed Project 25 system is only supposed to use KEK for encrypting data to and from dispatch or call information to units and vice-versa, which is why it exists. TEK on the other hand is reserved for special operations, mainly pertaining to law enforcement, such as SWAT, Drug Enforcement, Prisoner Transport, etc. Things that are high risk and require a great level of secrecy. I realize this video was posted some years ago, but this provision still very much exists, and perhaps will help someone else with their battle. Globally encrypted P25 systems are against the rules the FCC has set forth. As is intentionally or knowingly decrypting a encrypted signal. But a system can't, and more important should never be fully encrypted as it puts the public in danger of not being kept informed, and there for puts them in danger, which a system of this type is supposed to prevent.

You can thank all the jackasses streaming their local police dispatch channels for any teen burglar to access with their budget smartphone. Places like Broadcastify are killing off what little unencrypted channels remain, and streaming real time public safety comms should be illegal. If you look at different departments like MNPD (Nashville), they specifically stated in several media articles that they were tired of arriving at residents and hearing their own comms being streamed through the subject’s smartphone(s). If they do not start adding intentional (and heavily advertised) delays to the streams, departments are going to continue encrypting until the only thing left to hear are my fellow hams talking about the weather.
