Never ever arrive at the same time and at the same point as another driver, you want to avoid a conflict of space, but in all honesty, with the parked vehicles, it creates a blind spot as they prevent you from seeing right up the road, the oncoming vehicle was driving way too fast, you both should have seen the parked vehicles on both sides of the road (meaning nobody has priority) and you both should of checked your mirrors and slowed down and anticipated that someone was probably coming the opposite way using the middle of the road.
