Sure, ideally you provide comprehensive services at a homeless shelter, to include counseling and referrals for drug abuse issues. It doesn't 'enable' drug addiction. NOT doing anything is what enables drug addiction for this population.
If ever there WERE an issue to be addressed by the city, county and OU, it should be housing the unhoused, (City/County and OU providing social work/case management)
For example, when OU’s enrollment is down, in the summer, could they help house the unhoused? Also, they have a school of social work and a counseling center. They should help with services.

Any solution to the homeless problem in Norman needs to have the bottom-line goal of getting them off the streets. It is a disservice to our community allowing them to roam and cause problems. And anyone who uses the phrase "unhoused persons" unironically is not a serious person.
Fire watch is a 24 hr a day thing unless your just protecting life. If you protecting your investment you run it 24/7. If there are any people in there after hrs. they need to run it 24/7
