Two faced Atsushi makes sense at least a little bit. Because 1 Atsushi didn't have a choice about joining the ADA. I wouldn't be surprised if he despised the ADA a little at first and only began liking it. Like- further down the road. and 2 do you really want to be in the ADA? Like honestly- Do you? With the looming threat of being used as a guinea pig by Yosano, Being used as a blade by the ADA as a whole and being sought out like some sort of merchandise? because while one would appreciate their ''protection'' They don't really advocate for children's rights or like- rights in general. because considering they are ability users themselves you'd think they'd try to treat other ability users with rights but apparently not because if you don't have right by law, you don't have right at all :D (Although this could be incredibly biased and misinformed so don't take this too seriously :P)
