Some animals bluff charge, but also in the animal kingdom, when a smaller animal is not running, this alarms the larger animal that something is wrong. It needs to avoid taking chances in the wild. The smaller animal may be venomous, sick with transmittable disease (think rabies), or a part of a group trap, etc.
