You shut them down by first redefining human trafficking in federal and state statute. Force, fraud, or coercion is the statutory standard that must be met to prove human trafficking in court, except when the victim is under 18 years old. Why? Because the vulnerability of minors is recognized in the law. Those same vulnerabilities are totally absent from the law in those 18 and over. This renders that group as second class citizens. They have no equal protection under the law. The solution? Adopt the language of the U.N. Palermo Protocol Article 3 as the definition of human trafficking in both state and federal law. It can be done. It must be done.
