I am at a loss that these boxes are not well-protected in my area I see cars run into them or weather-related damage.

yes all perfect until a car jumps the curb and takes out the fibre pedestal. On my street all the street connections are done in a cabinet/box with the top of the box flush with the ground, looks like a lawn sprinkler distribution box but it has the fibre lines inside it.

Yup same here in NY buried gets covered same way for major Telco here. Only buildings and outlier runs get spliced when needed. Aerial on poles all plug/screw in terminals. Even terminals are plug in as need in some areas.

A great video demonstrating what it takes to get these fiber lines to homes. My dad in the 1980s worked on connecting telecom exchanges with fiber in Japan. I showed this video to my dad now that he is out of the industry. We enjoyed it.

Some soap and a brush would do wonders. Try it.

If you ran the drops on the opposite side, pre-measured, spliced and routed they'd sit in the tray nice.

should find a company that is selling off some tools and see if a LOCATER tool shows up , I did this for 10 years on my own and I confirmed or even located other services the home owner may have . Yard lights , water pipe from well as you found and even telephone wires. Good to see young men doing this stuff these days !
