Failure is by piping and overtopping, the "landslide" is a consequence unless it's the name of the experimental Dam. We can't see the earlier in the video but I suspect that piping lead to subsidence and then overtopping of the dam in that area.
Perhaps the device at 0:54 was measuring and recording the water's speed, force, direction of flow, etc. etc, gathering imperical data necessary to determine thresholds to improve structures retaining X amounts of water? Or were they trying to save someone's RC speedboat?
This is the second video of a Chinese dam breaching where the recording camera was at the same level as the top of the dam. It’s annoying not to be able to see the water backing up behind the dam. Maybe that is what the hydrologists want.

There is another video almost identical to this one where the gravel dam did not have a network of wires covering it. They are learning that you can’t build successful dams on the cheap. You need clay or concrete to hold back water.
