I was born with a mild case of CP, it mainly affected my balance, motor skills and had an erratic gait. As I got into my 30's and 40's I started having more issues with balance, motor skills and the erratic gait. Also started having issues with degenerative arthritis in my joints to include my hands and fingers, with issues with gross and fine motor skills, I started using and cane and eventually starting using a rollator around the house and using the cane for short distances and use a grocery cart when shopping.
If the tubing is sliding around, you could try using hairspray inside the tubing. If you slide it on quickly, it acts as a lubricant, when it dries it acts like a glue.

I did something similar on an exercise bike without using any liquid. Start by pushing on some foam tube. hold loose foam with one hand with the other hand, pinch and slide your fingers towards handlebar. This causes the trapped air to bubble out the foam away from the handle bar, allowing it to be pushed on.
