I recorded that video in 2013 in shandong. The school name is song jian wushu yuan. The funny thing is that we were training at the place and then he walked in with a beer in his hand and our teacher stops everything to introduce him, he was the head coach of the traditional weapons and he actually is using the rope dart of one of my friends here in México, he does it whitout warm up. It was really awesome.
When looking at the movement, the key point seems to be that the blade flies in the desired direction at a strong and fast speed without knowing where or when to attack.

I have always loved rope darts and the whole concept of somehow tying yourself up only to have it all unravel in an amazingly terrifying thrust turning tons of rotation into essentially an arrow. To say I want to be able to move like hung ke is... an understatement
This is only teaching principles/concepts. Of course you do not follow the videos shown exactly. I personally do not like some of the examples myself, but that doesn't mean I cannot benefit from them. Take what you can, and keep it moving.
