You can start from Tungnath Base at 2 or 3am, depending on your speed and experience you can reach by 6am at Chandrashila. Or you can trek to Tungnath Temple in the afternoon, then book a room at top itself (very limited properties). And then spend the night, next morning at 5:00am or 5:30am go to Chandrashila form Tungnath Temple itself. I prefer the late night trek as 4 hours is max it should take from base -- plus there is no rush, and the night sky view (if weather is clear) will be well worth it. I'm not an experienced trekker, but when I went in 2019 it was able to do it in about 3.5 hours from base, solo trek. Very much worth it. Maybe there are more rooms / homestays now near the Temple itself, so if you want you can try the 2nd option also.

Yes 2wd can also go. But AWD will have more control while driving as the car will not skid while driving on snow. Also, if you are stuck due to heavy snow then 2wd might give some trouble. But chances of that happening are low.
