The US needed a reason to get into ww2,FDR promised the american people we wouldn't get involved, but did everything in his power to get us into it.(liberty ships,lend lease,embargo,ect) Top brass knew that pearl harbor was going to happen, and let it happen,that's why there was no air craft carriers there at the time.
