I'm glad that this channel has less than 200 subs after 7 years. "In the future, ask me before you do anything!" I could break that "manager" in less than an hour. Half an hour if I'm sober and well rested.

Not appropriate. The man implies that she got the promotion by using her femininity instead of being worthy of it. This discredits her achievement. Whether he meant it as harmful or not....and whether she responds with enthusiastic consent doesn't change the fact that It is not appropriate behaviour in a workplace
