I've looked into this and can't find anything definitive. According to Scelsi, the similarly titled 'maknongan" has its inspirations from Philippines folklore. I know at this time in his music he was inspired by ancient spiritual beliefs, rituals and stories from around the world (Egyptian, Greek, Indian subcontinent) so I wouldn't be surprised if he was inspired by the Okanagan creation stories or other Native American stories/ideas. According to Sclelsi, he said the piece was supposed to represent the heart beat of the earth, and I know the Okanagan creation stories see the earth as a living being, so that lines up to some degree.
Interesting ideas for a Sonata but I don't think the Rag fits well with the style and writing of a classical Sonata. Aside from some funny motifs and quotes, the music feels a little... bland.
