Actually, the scene with Ripley's daughter does make sense. Amanda was a small child last time Ripley saw here and later she meets Newt which explains her feelings further why she takes on Newt as here "surrogate" daughter.
I think he misunderstood. Sounds like he didn’t read the book either. Frank’s portrayal of Stilgar is different than in the movie with much more character development. There’s way more to it than that
The Enclave hired vault Tec and recruited them for Operation Safehouse, but Vault Tec was keeping some secret, likely stuff like their plans to detonate the bombs once the vaults were done. Vault 31 was kept secret in all likelihood and because the enclave likely found cold fusion recently, and it can only be unlocked by a high ranking vault Tec official way back when, they couldn’t crack the code, and couldn’t use it. That’s my theory
