Yah u can carry a laptop bag (3-4kg,they will not check the weight of laptop shoulder bag) along with cabin bag(7-8kg check the airlines once for cabin bag weight limit)..

No, it was not allowed as a cabin luggage..but they collected the stroller just before the entrance of the flight..and they kept inside the flight itself in some place..once we arrived, we collected the stroller in the nearby room of the conveyor belt(all our checked baggages comes in the conveyor belt)..
