"vehicle must remain stationary until it is safe to proceed" What if your view is obscured and you don't have adequate vision of the approaching traffic. Do you just stay there forever? In this case I believe you are allowed to creep into the intersection. But it's not covered under the road rules? How else are you supposed to gain an adequate view?
Would have been good if you showed one side of the road with the stop sign the officers sign has a give way sign and both vehicle want to turn right or both vehicles want to turn left a display you missed on showing us

Please follow the road rules and only change when it's safe. It's always a good idea to change when it's safe. Don't rush and if not safe, it's better to take next exit.
This is very confusing; since in the roundabouts here : we go counter clockwise. Not clockwise, ever. We turn from the right side to either destination & not otherwise. Meaning: every destination is in clockwise traveling mode. Etc.
