I didn't see any sign prohibiting BBQ, however there is no picnic table just a few benches and small grass flat area as shown at the beginning of the video. The rest is an observation deck to see the falls and Bruce trail along the creek.

Looks like a self-resolving problem, the raccoon eats the mice, bugs and squirrels, the fox eats the raccoon, mice, ground hog and squirrels, when the small mammals are gone, the foxes will leave.
