Moving water has a lower freezing temperature. Also, water coming out of the ground is normally 53-55 degrees. That’s just the temperature of the earth below the frost line.
You can make snow but it is hard, there are some factors behind air temperatures, which the main factor is air humidity. If the temperature is 0°c you can make a snow if air humidity is lower than 40%. But this will be very very wet snow. 💪
