They probably are operational. You have to remove you platform once you P&A (plug and abandon) all the active wells and cap the pipelines. What I would suspect is that is a pumping station for an underwater pipeline or a fuel point for offshore helicopters. We have to jump from platform to platform and refuel when we are long ways offshore on a rig or a drill ship. They should have a platform number and location on the rig. I think you are down in state waters still so it would be run by the Railroad commission. So if you look up the commission online you can find maps of all the platforms and pipelines in state waters.
