Does the NCHillsAutonomousCouncil leaders understand what the SSPC are requesting/commenting? It seems the council leaders in the 125th amendment bill had not included many important suggestions for the betterment of the district but justifying on the provisions of the DHD memorandum but are not specific as to what are the demands of DHD that are being implemented, and there are no clear aim on the part of our council leaders.
