If I use sealer on the brick first for a cleaner finish, will the poly sand adheres to the side?

Why after heavy rain, sand become softer and loosing?

This stuff doesn't stay.

My paving guys didn't do half those steps. He broomed in the Techniseal sand and sprayed it with water. I asked him why they don't use a compactor and he said that it wasn't necessary. It also started to pour rain immediately after they finished. Let's hope it lasts.
