There is a bias to this, the stories that are being chosen like the Green Death, the Peladon stories, and the Daleks, they do have political messaging. If they asked, what about Horror of Fang Rock, what about Carnival of Monsters, what about the Horns of Nimon? You'll find a few minor lines to nothing.
