According to what I heard there are no economic incentives for Japanese citizens to become parents. Also current dating problem, lots of people are not even interested in creating families. Thats happening in Europe and US as well. People think about their career and personal freedom, so they dont wanna give up all those things for family stuff.

I know this isn't much help, but for me, it was the only thing that worked. If you ever have enough money, learn about psilocybin therapy, ketamine therapy, and MDMA therapy, go to a country that allows these treatments and get them. These therapies help reboot your brain. I had the answers about why I was depressed and what I needed to do to get better, but I was so unmotivated that even though I was killing myself with drugs, I couldn't care about my life. I was hopeless, but thankfully, I live in a state that legalized these therapies, and after a week of ketamine and psilocybin therapy, I felt a change. My family was still dysfunctional. The world was still corrupt, but I felt happy. It's hard to explain because depression isn't just logical it's also emotional. I could always understand my depression but I couldn't feel my emotions, and that's what the drugs in therapy helped me to do. There are a number of places in the world to get this kind of help, but I'm afraid they will all be expensive. I live in the state of Colorado in America, the facility I visited is called Medicinal Mindfulness, and it did cost me over $8,000 USD for 6 talk therapy sessions, 2 ketamine sessions and 2 psilocybin therapy sessions but it was the only thing that helped. All the advice I got on depression was worthless until I had something to motivate me.
You know, I can relate this happening not only in Japan. Some people just dont care about result, they want to do something in most familiar way, just because they ancestors did. Most of the people are afraid to change way of things, even if its not effective anymore. Its cultural stuff. Maybe you should consider to move from your country in case you dont like the way society works there.

find someone to have quality talk, take a vacation abroad or somewhere out of town for several days, nurture new hobbies (good ones), get out from your routine, do something different, help someone in need, many more.
