They eat the sharks, they sell the fin making full use of their catch. There are big companies that haul in sharks and slaughter only for their fins. If anything, these guys are doing nothing wrong.
Do not attack locals, that is their way of Living as long as they do not break their laws. Do not show some attitude to them What is important is that they should eat shark meat and sell the fins accordingly as many as they get

Please go interview China their fishing boats have been violating sea fishing regulations for so many years in the South Pacific.

The general stores have many alluring pleasures, not necessarily neccesities, that only money can buy and the need for money drives more catch than a traditional sufficiency simpler culture demands. More catch, more money, more modern trappings to buy, more sharks to kill. Intoxicating as smoke and drink that this money economy is. The elders of the good old culture find it impossible to impress against a lifestyle that has already seep deep into the life of the younger generation. Ironically, money economy is like the noose of the shark trap - no letting go.
