Thailand's a big place! It depends what else you want to do. Kata beach on Phuket has very good snorkelling but it's a busy place. Lipe is a small island with far fewer people but great snorkelling. Phi Phi, again, is great for snorkelling but gets busy. Koh Tao is also good for snorkelling.
