No, cutlery cabinets are generally much smaller and plainer with drawers that are specifically sectioned and fitted for cutlery - Wellington chests are generally bigger and more intricately detailed on the outside and more often than not have seven drawers (one for each day of the week) which aren't divided and fitted.

i have one of these it is only in fair condition, a bit faded, cracked and the hardware is not original, but i love it, It is marked “Wallace’s Furnishings Melbourne” and i wish I could find out more about it!
