One question is Franco Cesarini a professional composer? Why he desecrate and abuse iconic bulgarian folk songs in his worse and nasty orchestration and arrangements? There are countless versions already for symphony orchestra, wind ensembles, bands, chamber groups and folk performances and no need of offensive jokes like his "Bulgarian Dances". It's a great idea to use many and various percussion instruments in the orchestral music but not to distort the nature and sound of the instruments. Forexample the rhythm in timpani part doesn't compare with the meter of the piece and frequently come off the beat. These pieces can't be count like original compositions seens Cesarini borrow themes that are not done by him!!!
I can/want answer only to the first question: yes he is indeed a professional composer. He arranges on his way popular music to create at the end something entirely new and different. He does not need my defense, but you can find him directly on RU-vid or everywhere else, I think he will answer you better than me. By the way, I understand your point of view, still it is a deep and very interesting topic, impossible to be correctly addressed here. Kind regards, M.
