NO! It is NOT OK if the topic is not on the agenda. The public has a legal right to speak on any topic of their interest, subject not to content but to time; each and every member of the public is allowed the same amount of time as any other member. They may speak on any topic, and use whatever language they like. I would prefer if we kept it all PG or G, but that is not enforceable, nor should it be. -- Timothy Bruce
I brought this up to the Borough Manager in a recent meeting I had with him. People must be permitted to speak on the agenda at the start of the meeting, and must be permitted to speak on any topic at all at the end of the meeting. I also informed him that public is not at all constrained by the same rules of decorum as Council. -- Timothy Bruce
