Oh no, it's not because they don't feel safe, it's because we don't feel like the cops know the law that they are supposedly enforceing... It does seem kind of hard to think a cop (law enforcement officer) could do that - be a cop (a law enforcer) without... knowing the law... doesn't it? How would one go about that actually?
