I am not sure what a spanner is, but in America, we have tools called tubing wrenches. They are incomplete box end wrenches like what you made but have a heavier wall so that they don't break.
A hammer, a bolt bin, and a loaf of bread will allow you to push out any blind hole bearing of practically any size without all the welding and fixture making for one size of bearing. I've been in industrial maintenance and service work for over 35 years, and I typically look for the easiest and best way to do a job - not the most complicated one.
