Throw some capitalism at that problem (i.e. few $million), produce something simple e.g. aluminium sheet, and you have a large scale enterprise producing sheet metal aluminium. scale that up and export, use the money to do the same with copper to make sheets and wire. Build a factory using 50-100 years old Western technology to create electric motors. Now you can produce your own manufacturing base. If it' 2023 and you still need to rely on others to manufacture technologies that the West were building over 1 - 2 centuries ago, then it shows there is a serious problem. With the internet, modern computers, and the vast larger number of STEM engineers in Nigeria alone than the combined total number of Western European + North American engineers in the late 1900s, there are no technical/racial excuses that can be argued. This can only be explained by terrible politics, which only serves to strengthen the nations outside of Africa. At the same time humanity suffers as you don't have as many humans, especially innovative/creative ones working on the problem of improving the human condition. You see humans are caught in a dilemma: 1. The more humans that can contribute to STEM fields, then higher rate of innovation for humanity. (case in point China, along with Korea, Japan, Singapore, Iran, and some Middle Eastern states have been able to develop and train their own people to contribute here. Whereas 100 years ago, it was primarily just Europeans and North Americans. Less people, with a less diverse focus on fields to further due to lack of variability in cultural/social/environmental problems.) 2. The only problem with this is that it threatens the status quo (primarily elites/millionaires) whom derive economic/political/military security from the large tech-level exclusivity differential between developed nations and under-developed nations. Of course it's very short-sighted, there are usually far more opportunities in the increased market than there are sources for competition. The EV and renewable energy market (solar) would not be valuable if not for the Chinese market (despite them also being lead producers). German Transrapid Maglev technology would've been a product with no market if not for the Chinese. Dutch ASML would not have had such a large market if they had only sold to Taiwan and not the mainland. It's pure greed, and unwillingness to share in the much larger market that would exist. Or an irrational fear of being dominated by those you share with as you believe they would try to do the same to you. Which is more likely if you do things to upset them. (every time the West tries to thwart China's rise in a particular industry. China just starts projects to domestically produce the component that has been blocked in the supply chain. Since Chinese are human beings like Americans. There is almost nothing that they cannot reproduce.
