how would NEPA pertain to overseas federal lands? Would all the acts and policies still pertain? If so, who would you work with at those federal agencies. Obviously a military base in Europe won't be in a USACE district. Thanks in advance!

The Earth is cooler with the atmos/GHGs/albedo not warmer. What are the regulations in Colorado springs for developers/ construction when developing an area of land with spring-fed streams, and animals' habitats being disturbed/ destroyed? I'm currently watching a company use heavy machinery and drive over streams with no regard for what their machines are depositing into the stream. They are driving directly into and over the stream. Their machines have leaked oil and other chemicals into the water, and they have been witnessed dumping garbage within 100 feet of the waterway and burying it in the soil within 100 feet of the stream. The debris includes chemicals, metals, plastics, glass, and human waste. I'm extremely concerned about the wildlife being poisoned as a direct result of blatant disregard for their habitat. There are protected species in this area such as Hawks, Owls, Preble’s, Fox, and many other species. This is their home, they depend on this land for shelter, hunting, breeding, and fresh clean water. Instead, they are being displaced from their habitats, which forces them into urban areas unsuitable for survival, wounded and some killed. I want to stop this development and preserve the land for the wildlife and ensure it stays undeveloped. Please advise?
When does a non federal agency, not being federally funded, not seeking a permit/license e.g. a private entity funding a project not on federal land still required to be held to NEPA actions?
1) By reflecting away 30% of ISR the albedo, which would not exist w/o the atmosphere, makes the earth cooler than it would be without the atmosphere like that reflective panel set on the dash. Remove the atmosphere/GHGs and the earth becomes much like the moon, a barren rock with a 0.1 albedo, 20% more kJ/h, hot^3 on the lit side, cold^3 on the dark. Nikolov, Kramm (U of AK) and UCLA Diviner mission all tacitly agree. 2) the GHG up/down welling, “trapping”/”back” radiating/delaying/intercepting, 100 % efficient, perpetual warming loop requires "extra" energy which according to RGHE theory it gets from 3) the terrestrial surface radiating that "extra" energy as a near ideal .95 emissivity black body which 4) it cannot do because of the non-radiative heat transfer processes of the contiguous atmospheric molecules. 1+2+3+4 = 0 Greenhouse Effect + 0 Greenhouse gas warming + 0 man caused climate change.
