I noticed that also. I was looking it up for some other reason and saw several references call it fake. I was in 9th grade when it happened and had a newspaper route. The next day that picture was splashed across the front page. That incident scared people far and wide.
Good question and I haven't seen any accounts of this that match what I remember. There was going to be a big meeting at the UN. Khruschev had been denied a visa by Eisenhower's State Department. He appointed himself head of the UN contingent and was then allowed in. He gave a speech about how bad the Western nations were for having 'Colonies' around the world. After Khruschev's speech the spokesman for a small independent nation (not colony) pointed out that the Soviet Union had dozens of "Colonies" all through Europe and Asia. This sent Khruschev into a frenzy. He was yelling and pounding on his desk with his fist. I never saw film of the event, but in the still pictures, you could see him bend over once and then continue pounding. After he finished and sat down, his shoe was in plain sight on top of his desk. As I was delivering papers the next day, the front page was covered with pictures of the event and the stories all referred to the shoe pounding.
