In this sentence: "It was raining so iI couldn´t hang out the washing in the garden", the correct phrasal verb is hang out, really? Or hang up?

Yes, the correct answer is "hang out". When you hang clothes out, you hang them on a piece of string outside so that they can become dry. You can hang something up on a hook.

13/16 can you tell me why 1:12 'B' can't be right? Like every one speaks like that or could be they all are wrong because i know Native speakers don't follow english rules.🙂

"Where is the nearest...?" is a direct question. When we start our question with "Can you tell me...?" we use the affirmative form later on. Basically, you should not have two question forms in one question. But you are right. Some natives forget about this rule. :)

'Have' can be used when you are sitting in the pub right now. "Had" can be used when you are talking about a situation in the past.
