First, one needs to differentiate the "aspirations" of "rank and file jews" versus the "aspirations" of the jewish "literati." Remember that in olden times there weren't "bosses of institutions" like today - the ruler was the one who had the best ability to "measure" how to do things as a society, and to "measure" what is going on and what to do about it. This usage is correlative to the word "ruler" in English when in common usage is simply a tool used to measure out and ensure the straightness of things. A ruler doesnt "micromanage" or "enslave" everyone, a ruler measures things out and helps keep things on the straight and narrow ❤
