Desaturate and reproduce an image in Photoshop to turn it into a pencil sketch. Apply "Gaussian Blur" to the duplicate, flip the layer, select "Color Dodge" as the blending mode, and then blur once more. To get a genuine pencil appearance, change the opacity.

At 4:58, after creating the layer mask, invert it and use the black paintbrush to paint in the effect just on the hair and eyes. MUCH easier than painting out all those areas where you don't want it.
