Forced diversity is a terrible idea. It's not something that should be managed in any workplace. You hire the best people for whatever job you need done, regardless of race. At least that's how intelligent people do it. Idiots and racists try to make everything about race when it absolutely isn't. You are what's wrong with society today.
Is this looked at from the perspective of giving the employee the chance to mitigate the alleged situation? Or is it rather to use what they say against them to justify being disciplined. It seems that 9 times out of 10 the outcome is pre-determined before the meeting even occurs.

I think that it is a "one on one test" where you prepare information about a particular subject and then the official will speak to you about it. You also have to give your notes to the examiner. He or she is then going to put questions to you to assess your level of English. I think that this is the case.
