if the direction is into the page, is it then considered "negative" and if its out of the page is it considered "positive"????

You get to define which direction is positive and negative. Just make sure you are consistent throughout the entirety of any physics problem.

In this case why direction of radius is radially outward . While finding direction of torque we are taking direction of radius 'r' radially inwards🤔

There is two force. Other is centrifugal force which away from the center of the circle.. Which is inertial or opposite or reaction of centripetal force.

The centrifugal force actually doesn’t exist, it acts as an apparent force or ficticious force as it seems like there is a force acting on the body when there is actually no force present. A combination of gravity (fg) and centripetal forces are what keep an object in circular motion. (Ps. I may be wrong this is just how I understand it)
