If you have a crack in your foundation, you’re gonna go higher a mason if you have a tree limb that damaged a couple of shingles on your roof you’re gonna call a roofer, what about having a kitchen remodeled there is not a specific special license for a kitchen remodel. There is not a specific license for a bathroom remodeler there is not a specific license for someone to come in and replace carpet or tile on your hallway or your floor pull your head out of your ass, you’re gonna hire a handyman to do a door knob if you were bright enough, you would be able to read the back of the package screws out and put the door knob in home. Improvement contractors need to be licensed through their state. It’s up to you what you decide to pay, a individual to come and do a service at your house or your property and I think somebody like you should call a Mason to fill a crack in your foundation or replace two shingles on your roof or repair a rotted trim board on your window and get the biggest stick up your ass go pay $400. I have trim board replaced instead of calling handyman for 125 same thing with putting a little missionary crack filler in a crack in your foundation go pay $350. I have that done versus paying $125, have your roof repaired? Pay for the entire bundle of shingles an entire role of ice and water the travel and everything and go pay that $500 repair bill instead of 150 bucks 200 bucks go ahead and pay that you sound like the biggest selfish human being with a awful response to change a water heater out you got unsolder two pipes and disconnect the power set the new one in place solder two fittings and re-hook up the power pay plumber $1000 or pay handyman 250 300 bucks homeowners always gonna pay for the material no matter what the only differences either you’re gonna write a separate check for it or you’re gonna get a markup on it and you’re still gonna have to pay that amount with 50% down for the labor to do a certain job or you’re gonna have to pay it all up at once I just had a Sears and robot technician come out and take a look at my stove to fix it. I had to pay everything upfront before he would come back out and repair it, I had to pay $620 and schedule the next appointment a week out, but I had to pay everything in advanced and believe me there is markups so think your shit don’t stink, but it definitely does cause one upon when I’m up on roof I can smell it coming out of the pipe

If that’s a block foundation you are doing this the long way. Get a good spud bar and slam a hole through there, place casing then use hydraulic cement to fill the front and back side around conduit, done deal.
