Once the water is out of the hole it will not stay in its place or go back in. This is only a wishful thinking! You cannot use super glue either because it becomes very rigid once it dries. Then when you move the hose around or with the temperature difference, it will come off really quickly. So you need to use something a little bit elastic, resistant to water and sticks well, like MS-polymer adhesive or butyl tape. MS can be used on wet surfaces but since it is a little bit thick, it is difficult to put into smaller holes. So my best bet is to use butyl tape. Which is very elastic, water tight and sticks like crazy. The best part is that the inner body of the tape never really completely dries out. Thus, if it is punctured, it can heal itself. Its the choice of the roofer for around chimneys, etc. Down side is, its not a really retail product, so it is mostly sold in large rolls and therefore a bit pricey. But if you buy one roll, you can keep it long time in a dark and cool area. So to make it short, use butyl tape…
