There's a very good reason to _not_ offer flexible working: asserting control. It all boils down to power's ability to corrupt: give any human any kind of power, no matter how minuscule, and they will do absolutely anything to try and retain it. And the manifestation of a manager's power is in demonstrating their ability to bend their subordinates to their will, abd forcing you to make the effort to be physically present at the workplace for the duration of the working hours is key to justifying their merit for that managerial position - and the managerial positions above it.
