A cotter pin goes into the hole on the shank of the pin you mounted with help from the awl. The pin with the round head and straight shank is known as a clevis pin.

I believe this vacuum has a bracket on the backside so you can hang it off something. idk if there was a packout thing that mates to that bracket at all.
