We definitely recommend all or at least a majority of Key Results to be "Outcome" based. Sometimes it may be inevitable to include a few Key Results that are "Output" based - Particularly if they are attempted for the first time. In this case "Creating user persona based videos" is a valid KR as this organization may be embarking on this exercise for the first time. In the next quarter they will set a KR (Eg. Improve engagement for User Persona videos from" x to y") to convert this to an outcome-based KR.

In this case, this organization wanted to improve the number of quora posts/week as they believed that they were publishing in quora at a less than the desired rate. Just by increasing the number of posts (output), they will still be increasing the desired "outcome" (number of views, engagement, etc.). In the next quarter, they will have a KR to "Improve the engagement in quora from x to y". Regarding KR3 - " Post Product feature and enhancement posts within 24 hours of release", till now they were releasing these posts with a significant delay. Customer satisfaction surveys indicated that timely release of these notes is important to increase Customer Satisfaction (CSAT) an important Outcome) . Hence they came out with this KR. This is a perfectly valid "outcome-based" KR in their context.
