There is another concrete mix Quikrete sells called "Hydraulic water-stop cement". I learned after making this that people who make aquarium rocks prefer this type of concrete mix.
If foam was used at the top, squished in between a barrier, that would have dispersed water in a flowy direction. I did it between two rocks in my aquarium.

I do not remember exactly how many I used. I would suggest getting 6 sheets of the white foam board from the Dollar Tree, that way you should have extra in case you need it.
