Its been done however they not adding this due to the limitations of the hardware and the particle effects....It needs to be done for if any Sparking Zero 2 at some point in the future...And once the developers perfect the graphic hardware for next gen.... i could still see it happen just not right now

It's pretty much a known fact at this point that super Saiyan 4 will be in the game since the English voice actor for Goku has specifically said in interviews that he recorded SSJ4 dialogue/catch phrases.
If u think xenoverse 2 felt like a dlc of xenoverse 1, then u either didnt play xenoverse 1 or ur memory sucks and u dont remember how much of a clunky movement and trash mechanics like infinite ki attacks when transformed was in xenoverse 1
