The resolution only needs to be good enough to read the license plate & recognize the car make and model and color. Twenty years ago there were lots of digital cameras made by Canon, Kodak, Nikon, and Fuji that only had between 2 and 4 megapixels but had really good picture quality. Notice the big jump in image quality from 1mp to 4mp in this video😀
For CCTV manufactorer like Dahua or Hikvision Keep same lens with Wider Senser so you Can see more Biger view. But not Better Digital Zooming So if you try 5mp and 8mp of the Same Model series you will not get better Image you will get wider view To get the benefit of Higher megapixel need to use it with Motorized lense
Don't rely on megapixels if you are trying to catch the cars no. plates or a person's face in more detail, the lens millimeters plays a role as well, there are various other technologies available like image sensor, wdr etc, that can make a 2mp cam look like a 5mp cam.

Optical zoom would be very effective here. With this camera position, a great lot of pixels are wasted on the building left, sky and building in distance. With a small amount of optical zoom, you would get an improvement equivalent to doubling the MP.
Finally. A video about 4K images actually uploaded at 4K! If Hikvision weren't loaded with backdoor Chinese controls and plagued with innumerable security vulnerabilities, I would definitely consider them!
