You should start by learning the distinction between communism and anarcho syndicalism. Chomsky's view is that, through radical industrial unionism, free associations of workers can gradually replace the functions of the state. It's as anti-authoritarian as a worldview as you could possibly imagine.
When he points out that in a well-run economy people would be employed in fixing things that need fixing, like crumbling infrastructure, it sounds so obvious that I wonder how I could've missed it. What a fantastic propaganda system we've got.
We're not after a ''capitalist democracy'' - we're free citizens trying to pursue our happiness freely trading with others in peaceful countries under the protection of reasonable laws..
Buying things is like voting for them. Boycotting things withholds our vote for them. Those businesses we vote for the most will dominate the market share. That is pure democracy with capitalism. However, there is more to the economy than the point of sale alone.

And in this alleged "tyranny", I or anyone can get a business license and profit from our "capitalist" enterprise...and even hire those not inclined to start a business, to "work" for us...that is also a "kind" of "freedom" . Interesting that Chomsky points out the disconnect between actual public policy and the popular will. This speech was 9 years ago, about 3 ywars prior to the Princeton University study that all but proved the observation Chomsky is making here.
One thing Chomsky is right about is the fact that capitalism doesn't lead to a better democracy - because people dont tend be equal in capitalistic systems. But he fails to mention what happens due to forcing democracy in the first place - it enables zealots to control politics since everyone doesnt have an equal incentive to be a political activist. This creates the dawn of socialism, which I believe Chomsky still thinks is an acceptable result.
The reason too much political activism leads to socialism is because activism is a wrench in the gears of the public system - it promotes distrust of seemingly corrupt institutions - and mobilizes the public to place their trust in a third party - a people's party. We all know what happens after that (hunt: The great Chinese experiment)

Noam Chumsky lies without flinching here. Japan invaded China first 1894 and again1937. It had nothing to do with England. It had more to do with China and Korea. The capitalist system had nothing to do with Japans war with China, Russia (1905) or USA. Also, to make the argument that Milton was against democracy is false and bad sportsmanship. Milton said this in paraphrase: "I find it hard to find anybody who would say that if the 51% of the people believe that the other 49% of the people should be shot, is an appropriate excsercise of democracy." Milton believed in individual freedom where individuals cooperates voluntarily with each others without cohersion and violence.
Now let's be fair: To accuse Chomsky of, ' lying ', presupposes that he can tell the difference between Fact vs his own Fiction. I would not take that bet... 😀

Industrial worlds fought each other in WW2, the big ambition was to limit spread of industrialization, control it. Limit modernization of non European militaries through stalling industrial progress. Japan was an monarchy, yet an unstoppable industrial giant. Germany the last of big european countries to get industrialized was a big proponent of democratic global industrization. Others wanted a Euro Centric world, mostly the military strategists. India could have become a Japan too or even better. industrilization of Japanese economy was not solely owed to indigenous factors, it had big non Japanese participation. Dismsntling of industrial infrastructure in India was a military foresight too. It would be far more difficult to manage an industrialized India than it would be to manage industrialized Japan. Monarchy had to restructure itself to accommodate industrial develoment. Japanese could do it, most other monarchies could not or would not.
Noam Chomsky is a very calm wellspoken man. but he is conflating Mercantilism with Capitalism. "Everything for myself and nothing for anybody else" little before 3:27. thats the goal of Mercantilism, which is "the economic theory that trade generates wealth and is stimulated by the accumulation of profitable balances, which a government should encourage by means of protectionism." essentially the hoarding of wealth. Mercantilism can be confused with capitalism but they are not the same. Adam smith criticized mercantilism as it was the practice under the English government (the navigation act) which is also why he was considered radical and dangerous.

I think chomsky is misleading when he quotes Adam Smith's use of the phrase invisible hand since text of wealth of nations directly states that as if by an invisible hand individuals acting in their own self-interest benefit the the whole. Easy enough to look up.
I think you didn't listen enough, there is no "invisible hand" morally guiding a landlord or importer to be equitable when they want profit (It is my sad duty to inform you of a four-foot restriction on humanoid height.)
