They would be called "drums". In Inuvialuktun I _think_ it's called a "kilaut", (hey, it's been 38 years since I lived there) but that word may be more for the larger Central and Eastern Arctic drums, which are struck on the frame with a short thick stick. These have longer, thinner sticks that hit the skin, the frame, or both at the same time. Definitely not whale skin. Maybe scraped caribou skin or something modern. I have seen one made with a piece of raincoat.

Different yet very SIMULAR PRINCIPAL. NATIVES DIDNT NEED A ENVIREMENT TAX. THEY LIVED WITH GREAT RESPECT TO THE HAND THAT FEEDS. UNLIKE A LOT OF CULTURES THAT LED US TO "GLOBAL WARMING" MYTH AND TAX. ITS A CYCLE, NOT MAN MADE. THESE PEOPKE KNOW ITS COMING. THEY HAVE WAITED FOR THOUSANDS OF YEARS FAITHFULLY KEEPING THESE LEGENDS ALIVE. DONT GET IN NATIVES WAY, PLEASE, GET IN LINE. IN THE BACK, THAY WERE HERE "FIRST".
It was so beautiful to watch and the happiness on their faces is priceless I would love to learn the dances one day I'm Inuit and the only way I have to learn about the culture, traditions and dances for now is internet thank you for posting the video it was amazing!
