Haven't you joined a course already !! Well both are great option, just see where your heart is. If you want to become a software engineer eventually, then, well get the right training at college itself and just pick CSE.

Our honest take is that there is a lot depth and intentional effort required for mastery and true competence in any field. Even within software engineering there are so many multiple domains to go deeper, specialise and explore. So the more wider you spread, the less deeper you will be able to go. So the choice you have to make is, should I be exceptional in one thing or average on two. In general, if you can be exceptional at one thing, it tides over the other but the reverse is not true. TLDR, choose any one and try to go deep in that.
Absolutely, you are welcome to do so. Everyone starts from the basics and being a bio-student in 12th is no disadvantage. You would however, need to have taken physics & maths in 12th though.
